-
Reimu Hakurei
The main character of the Touhou Project, who has appeared in nearly every main game. As the maiden of the Hakurei Shrine she is called on to investigate strange occurrences throughout Gensokyo.
-
Marisa Kirisame
A human magician and, according to series creator ZUN, one of the most important sub-characters. She is self-confident, curious, and likes to stick her nose into every trouble she can find.
-
Cirno
An ice fairy who is described as a weak boss, though the wiki says her powers should not be underestimated. Her personality is childish and rather incompetent, which is much of her appeal.
-
Rumia
A youkai who manipulates darkness, though her first appearance suggests she can only make it seem like late evening. She is simple-minded, and her hair ribbon is actually an amulet she cannot remove.
-
Remilia Scarlet
The head of the Scarlet Devil Mansion and older sister of Flandre. She looks childlike but has fearsome magical powers, and is known throughout Gensokyo as the dangerous "Scarlet Devil."
-
Flandre Scarlet
Remilia's younger sister, a vampire who has lived in the Scarlet Devil Mansion for over 495 years. She first appeared as the Extra Stage boss of Embodiment of Scarlet Devil and is emotionally unstable.
-
Sakuya Izayoi
The Chief Maid of the Scarlet Devil Mansion, apparently its only human resident. She manipulates time, sets knives in midair and lets them fly later, and also uses stopped time to finish her chores.
-
Patchouli Knowledge
A very smart, anemic and asthmatic magician from the Scarlet Devil Mansion. She has been a boss in only one game and playable in three, yet remains popular and often appears in endings.
-
Hong Meiling
A youkai who serves as the gatekeeper of the Scarlet Devil Mansion and is known for her martial arts. She first appeared as the Stage 3 boss of Embodiment of Scarlet Devil.
-
Youmu Konpaku
A half-human, half-phantom whose two halves exist in separate bodies. She is focused and straightforward with a sword, which clashes with her whimsical, playful master Yuyuko Saigyouji.
-
Yuyuko Saigyouji
The ghost princess of Hakugyokurou, once a living human whose body was used to seal a dangerous youkai cherry tree. She can invite mortal souls to death, and seems whimsical despite that.
-
Yukari Yakumo
The youkai of boundaries, introduced in Perfect Cherry Blossom as the sleepy mistress of Ran. She teams up with Reimu in Imperishable Night to find those responsible for the fake moon.
-
Ran Yakumo
A kitsune and a shikigami herself, unusually with a shikigami of her own, Chen. Her nine tails are the highest number a kitsune ever has and a sign of her power and experience.
-
Chen
Ran's shikigami, who was guarding the village of Mayohiga in Perfect Cherry Blossom. She is much more powerful near her master, but is still defeated in battle by the heroine.
-
Alice Margatroid
One of the few people living in the Forest of Magic, a magician known for making and skillfully using dolls such as Shanghai. She often fights Marisa, but they share many interests.
-
Reisen Udongein Inaba
One of the legendary lunar rabbits, who fled the Moon as a refugee from the Lunar War. She asked for asylum at Eientei and now works for and protects Kaguya and Eirin.
-
Eirin Yagokoro
A medical genius from the Moon who can create the Hourai Elixir. She is in exile in Gensokyo after choosing to stay with Kaguya, and was instrumental in founding Lunar society.

Once a princess of the Lunarians, exiled to Earth over a thousand years ago for using the forbidden Hourai Elixir. A bamboo cutter found her, and she came to love her new home.
-
Fujiwara no Mokou
A former ordinary human who became immortal after drinking the Hourai Elixir about 1300 years ago. She cannot die, though she still feels pain, and she does not age or fall ill.
-
Suwako Moriya
The extra boss of Mountain of Faith and the true goddess of the Moriya Shrine. She gave up control of the shrine to Kanako willingly after losing the Great Suwa War.
-
Kanako Yasaka
The final boss of Mountain of Faith and the Moriya Shrine's official goddess, because she defeated Suwako. She lets Suwako stay, seeing her as a fellow goddess.
-
Sanae Kochiya
A human and distant descendant of the god Suwako Moriya, who acts like a shrine maiden but is closer to a deity herself. She is a friend of Reimu and Marisa, and Reimu also sees her as a rival.
-
Aya Shameimaru
Gensokyo's resident reporter, known for writing slightly exaggerated news articles about anything that happens there. She is very strong, and sometimes accidentally wins battles while covering a story.
-
Komachi Onozuka
A shinigami widely known as a slacker. When the flower incident hit she kept her slow pace or ran away from work, which left a huge number of spirits waiting to be judged.

One of the Yama, who judge the dead to decide whether they go to Heaven, Hell or Hakugyokurou, or are reincarnated. She is well known for lecturing anyone and everyone about their faults.
