Chef Saltbaker belongs to the Delicious Last Course DLC, and the other bosses are in the base game across the first three islands, Inkwell Hell and Inkwell Isle Four.

What do the hit point ranges mean?

The Cuphead Wiki lists each boss's hit points per difficulty, such as 1000/1200/1400, so each blurb states the range. Bosses with several parts show the total across their phases.

How should I rank Cuphead bosses?

Common criteria include difficulty, attack patterns, design, music and fun. Many players rank run-and-gun levels and boss fights separately, since the bosses on the list are only the boss fights.
